What is Vision Zero?

Vision Zero is a road-safety philosophy based on the belief that no one should be killed or seriously injured while using the road transport system. It changes the fundamental question from “How many deaths are acceptable?” to “How can we design the system so that deaths and serious injuries are prevented?” Vision Zero does not claim that human beings will never make mistakes — it recognises the opposite. People make errors, misjudge situations, become distracted, misunderstand road conditions and make poor decisions. The road system must therefore be designed to account for human fallibility.

Vision Zero does not mean zero crashes

This distinction is important. Vision Zero does not mean that nobody will ever make a mistake, that no vehicle will ever collide, or that every crash can be eliminated immediately. Instead, it means that death and serious injury should not be accepted as an unavoidable consequence of mobility. Minor crashes may still occur. The goal is to prevent those crashes from producing catastrophic outcomes.

The traditional approach

Traditional road-safety thinking has often focused heavily on individual behaviour: drivers need to be more careful, pedestrians need to follow the rules, motorcyclists need to slow down. These behaviours matter. But Vision Zero asks a broader question: what can the entire system do to prevent a human mistake from becoming a fatal or serious injury crash? This expands responsibility beyond the individual road user.

Shared responsibility

Vision Zero recognises that road safety is a shared responsibility involving road users, road designers, vehicle manufacturers, transport authorities, police and enforcement agencies, urban planners, public transport operators, policymakers and emergency services. A driver has a responsibility to drive safely, but a road authority also has a responsibility to create safer roads. Vehicle manufacturers have a responsibility to improve vehicle safety, and emergency services have a responsibility to provide effective post-crash care. Safety is therefore a system responsibility.

The Safe System connection

Vision Zero is closely associated with the Safe System approach, which recognises several realities: humans make mistakes, humans are physically vulnerable, crashes will continue to occur, the transport system can reduce the likelihood and severity of crashes, and different parts of the system must work together. The objective is to ensure that when a crash occurs, the forces involved remain within levels the human body can survive. This is why speed, road design, vehicle safety, road-user behaviour and post-crash care all matter.

Human vulnerability

A human body has physical limits. The consequences of a crash depend heavily on impact speed, direction of impact, protection available, vehicle design, road environment and the time taken to receive medical care. This is particularly important for pedestrians, cyclists and motorcyclists, who have significantly less physical protection than occupants inside a modern passenger vehicle. Vision Zero therefore places strong emphasis on designing environments that account for human vulnerability.

Why speed is central

Speed is one of the most important factors in determining whether a crash results in death or serious injury. Higher speeds generally mean less time to react, longer stopping distances, greater impact energy and more severe consequences. This is why appropriate speed management is central to Vision Zero. The question is not simply “Can the road physically accommodate this speed?” It is “Can a human being survive the consequences if something goes wrong at this speed?” That is a very different way of thinking about road design.

Safe roads

Vision Zero encourages roads to be designed around predictable human behaviour and human limitations. Safety-focused infrastructure can include safe pedestrian crossings, appropriate speed environments, median separation, protected cycling facilities, clear intersections, safe roadside design, adequate lighting, traffic-calming measures and separation of conflicting movements. The objective is to reduce both the probability of a crash and the severity of its consequences.

Safe vehicles

Vehicles are another part of the system. Modern safety technologies can help reduce injuries through seatbelts, airbags, anti-lock braking systems, electronic stability systems, advanced driver-assistance systems, pedestrian protection features and motorcycle safety technology. Vehicle safety does not replace responsible driving. Instead, it provides another layer of protection when human behaviour or circumstances result in a crash.

Safe road user behaviour

Vision Zero does not remove personal responsibility. Road users still need to follow traffic rules, avoid impairment, wear appropriate protective equipment, maintain safe speeds, avoid distraction, use seatbelts, respect vulnerable road users and avoid dangerous manoeuvres. The difference is that individual behaviour is considered one part of a larger safety system. A safe system does not depend on perfect human behaviour.

Post-crash response

Even when prevention fails, the system still has an opportunity to reduce harm. Effective post-crash response can include rapid emergency notification, appropriate first aid, timely ambulance response, effective trauma care, safe crash-scene management and appropriate rehabilitation. A person’s chance of survival can depend on how quickly appropriate care reaches them. This connects Vision Zero to the wider emergency-response system.

Vision Zero in practice

A Vision Zero approach can influence decisions such as where speed limits are set, how intersections are designed, where pedestrian crossings are placed, how roads are separated, how vehicles are regulated, how enforcement is prioritised, how crash data is analysed and how emergency response is organised. The goal is not one single intervention. It is a coordinated safety system.
