Why speed matters
Speed is one of the most important factors influencing the outcome of a road crash. As speed increases, the vehicle travels farther before the driver can react, more distance is required to stop, the energy involved in a collision increases, and the consequences of a crash can become more severe. Speed and human reaction

Speed limits are not targets
A posted speed limit is the maximum permitted speed under the applicable conditions. It should not automatically be treated as the speed a driver must maintain. Consider a road with a posted limit of 50 km/h. If heavy rain reduces visibility, pedestrians are crossing the road, or traffic is congested, travelling at 50 km/h may not be appropriate. A responsible driver or rider adjusts speed to the actual conditions. The correct question is not “How fast am I allowed to go?” It is “What speed allows me to respond safely to what is happening around me?”
What is a 30 km/h zone?
A 30 km/h zone is an area where the maximum permitted speed is set at 30 kilometres per hour because the surrounding environment requires a lower speed. Such areas may include school zones, residential streets, busy pedestrian areas, markets, streets with significant cycling activity, areas where pedestrians and vehicles share limited space, and locations with frequent crossing activity. The purpose is to create a safer and more forgiving environment where vulnerable road users are present.
Why 30 km/h?

This is one of the important principles behind the Safe System approach. Speed is central to this approach because speed affects the consequences of human error. The goal is not to assume that everyone will behave perfectly. The goal is to design a system that is more forgiving when people do not.
Speed management is a shared responsibility
Safer speeds require cooperation between road authorities, traffic police, engineers, urban planners, schools, communities, drivers, riders and public transport operators. Different measures can work together: speed limits, road design, enforcement, education and responsible behaviour. This creates a stronger safety system than relying on any one measure alone.
Speed management on Indian roads
Indian roads can contain many different road users within the same environment. A single urban corridor may include pedestrians, motorcycles, cars, auto-rickshaws, buses, trucks, cyclists and street activity. This creates frequent interactions and potential conflicts. Speed management is particularly important around schools, residential areas, markets, hospitals, pedestrian-heavy streets, intersections and public transport stops. The appropriate speed should reflect the environment, not simply the capability of the vehicle.
